Why Chrome Firefox IE behaves differently with same html css code

I am doing ruby on rails web development recently.
I found out that same html and css code may has different appearance.
This is because different browser have their own understanding of the code.
To get rid of it,
you need to reset the css.
PS; If you are also a ruby on rails developer, don’t forget to guarantee that the reset css comes as the first file in the stylesheets folder
